The opposition has made its own legislative proposal, under which Pemex and CFE’s budgets would fall by 8-9pc next year, with the money redirected to stimulus programmes. “We can- not keep throwing good money into a bottomless pit,” says left-leaning PRD party congressman Antonio Ortega, who is sponsoring the measure. “We need to make Pemex smaller and reduce funds earmarked for the [planned 340,000 b/d] Dos Bocas refnery, which is money lost.”
