Nucor and SSAB Enterprises claim Chinese producers are circumventing import duties on steel plate shipped into the US and have asked the department of commerce to intervene.The companies say the Chinese are adding elements to cut-to-length (CTL) carbon steel plate so the product qualifies as alloy and therefore does not attract tariffs.
