Last October, Richard Spencer, the secretary of the Navy, publicly questioned whether the service's cybersecurity governance was "optimally focused, organized and resourced." A report, released in March, found it was not. And, less than two weeks later, Ellen Lord, the Pentagon's acquisition chief, told a crowd that "I think we've woken up to the reality that we have huge issues with conventional data transfer."
