The summary of the state of the foreign laser market of 1997--1998 and the fields of application of lasers and laser systems are presented. The necessity of laser metering metrological assurance system improvement has been based and thepossibility and expediency of development and putting into of the measuring standard base of a new generation are considered. The structural schemes, the principles of operation and specifications of the advanced standards of mean power and pulseradiation energy units are described.
