Have you ever wondered how to develop a project controls system, and if the investment in computerized project controls systems, as well as the staff to collect and analyze the data and maintain the system itself, is worth the investment? It has always been a challenge to answer this question, since the cost of project controls is the real cost of a project. Can the investment in workers and costs be justified? Also, is a dispute resolution program, as a part of the project controls system, a justifiable cost? Is it necessary? Viable? Cost effective? The purpose of this paper is to discuss these questions, explaining the key components of a successful project controls and dispute resolution program.
