Historically, and is often still the case today, the federal Project Manager (PM) is selected based on his or her seniority in the agency and familiarity with the product or service to be procured. This only stands to reason, since who would be in a better position to understand the project's unique requirements and to be aware of the subtle political and social complexities surrounding the project? However, years of field experience is often inadequate to successfully function as today's US federal PM whose duties are becoming increasingly more complex and sophisticated, Not only does the PM still need to thoroughly understand the project requirements and appreciate the social environment in which he or she needs to maneuver, the PM is also expected to be business-savvy and project management certified to a level commensurate with the project.
