EPA proposes increase in advanced biofuel blending for 2020; no change in ethanol

On July 5,the US EPA announced its proposals for biofuel blending in the 2020 gasoline pool and 2021 diesel pool.The Agency wants to retain the 15B-gal/y(979K-b/d)ethanol-blending obligation that is in place for this year,but to increase the advanced biofuels requirement from 4.92B gal/y(321K b/d)to 5.04B gal/y(329K b/d)for gasoline in 2020.Within the”advanced biofuel”category,the EPA will require 540MM gal/y(35K b/d)of cellulosic fuel,compared to the 420MM gal/y(27K b/d)required in 2019.Biofuels groups had been pushing for a 15.5B-gal/y(IMM-b/d)ethanol blending requirement.There will also be no reallocation of volumes”lost”to small-refinery.exemptions(SREs)from biofuel blending obligations under the Renewable Fuel Standard(RFS).Refineries with capacities of 75K b/d or lower can request waivers from RFS requirements.For biodiesel,the EPA proposed maintaining 2020's requirement of 2.43B gal/y(159K b/d)in 2021.
