EPA proposes new biofuel credit rules to prevent abuse and push forward E1.5

EPA Administrator Andrew Wheeler said on March 11 that the proposal would be out by the end of the week, allowing the rule to be in place by June 1 for the start of the summer driving season. It was, in fact, released on the following day. The proposal included new rules intended to reduce volatility in the market for Renewable Identification Numbers(RINs or biofuel credits). He also suggested that summertime sales of El 5(gasoline blended with 15% ethanol)would help to stabilize the RIN market. The proposal of the rules initiates a public comment period that will last through April 29. The EPA plans to hold a public hearing on the proposal on March 29.
