Pittsburgh-Plains All American Pipeline plans to begin collecting a surcharge for users of a new oil pipeline in order to offset the costs of US President Donald Trump’s Section 232 tariffs on steel imports. Effective April 1, 2020, Plains will begin charging 5 cents/b for the 670,000 b/d Cactus II pipeline as a result of increased construction costs due to the tariffs. The surcharge will be assessed until all such capital expenditures have been recovered, the company said.
