The US Commodity Futures Trading Commission proposed scrapping a banking-sector reform that would have required more companies trading in futures swaps to submit to additional oversight (OD Oct.14’16). The so-called “de minimis” threshold at which companies and trading desks would need to register as “swap dealers” had been slated to drop from $8 billion to $3 billion at the end of last year. The CFTC delayed that decision and is now proposing a change to the rule, which stems from the 2010 set of post-recession banking reforms known as Dodd-Frank.
