Poland’s anti-trust watchdog today levied a record multi-billion-dollar fine against Gazprom and its European co-financiers for building the Nord Steam 2 gas pipeline allegedly without its consent, prompting a terse rejection from the Russian gas monopoly. Gazprom said it intends to pursue a lengthy appeal against the fine, while Shell, Engie, OMV, Wintershall dea and Uniper are all expected to do the same. Poland’s anti-monopoly regulator UOKiK today levied the “maximum penalty” of PLN 29 billion (USD 7.6 billion) against Gazprom and PLN 234 million (USD 62 million) against its European partners for concluding financing agreements for NS2 “without having received the approval to establish a joint venture” for this purpose.
