Following a 14-month investigation, the EU executive body has proposed that all imported US bioethanol imports be subject to a 9.5% anti-dumping tariff, with a ?62.30/mt fixed charge for bioethanol present in fuel. The tariff is intended to offset what the body claims are illegally low European prices from US traders-up to 40% below their usual prices-made possible by state subsidies. Europe, where bioethanol demand has grown due to numerous environmental mandates, imports over IB L/y (17.2K b/d) of the product from the US, worth upwards of ?700MM/y ($930MM/y). The EU Commission's decision to advise the leverage of such a tariff against an entire country, rather than specific-producers, is markedly unusual; according to the group, the impossibility of tracking bioethanol purchases back to their individual producers necessitated the taxation of all bioethanol from the US. European member states will have to reach a consensus agreement on the proposal before it could take effect.
