Why are certain aspects only available to Boots?

Are users of Cegedim dispensary . systems aware that certain aspects of the program are effectively being blocked by Boots/UniChem? I found this out recently when trying to enable the Healthy Heart system. This is present and can be accessed in all installations, and is described in detail in the help files. But results cannot be saved or printed.
