An exercise in sarcasm?

I write in response to Barry Shooter's letter (PJ, 10 October 2009, p383) regarding the introduction of the responsible pharmacist Regulations. It is unclear to me as to whether or not his letter was intended to be received by readers as an exercise in sarcasm. I cannot comprehend anybody working in community pharmacy who could accept that anything to do with these Regulations has been either timely or well introduced.
