Your May 26 Editorial1 highlights World No Tobacco Day and WHO's efforts "to expose and counter the tobacco industry's brazen and increasingly aggressive attempts to undermine the WHO Framework Convention on Tobacco Control (FCTC)." But WHO too is undermining the FCTC.When recently reviewing WHO's FCTC implementation database,2 we were surprised by numerous discrepancies between it and the national implementation reports on which it was built, especially in first-cycle reports submitted by state parties 2 years after ratification.
