As Mark Borba puts it, communications between growers, ginners and spinners describing the true maximum-value of raw cotton is still lacking. And further, until both the USDA loan and free-market pricing mechanisms incorporate true spinner value intotheir pricing formulas, conflicting signals will continue to confuse both producers and ginners.
