As prices for Central Appalachian steam coal keep slipping and sliding towards 50 dollars a ton according to NYMEX activity, the game now is trying to figure out what would trigger a comeback. This time last year who would have doubted trimming a several million tons of CAPP production would have done the trick. CSAPR stuck in court? That's bound to be good news for coal. Natural gas prices inching up would also do the trick.
