Market participants in Latin America were keeping a close eye on a recent steam cracker restart in Europe, hoping the resumption of production would translate into more spot availability. Repsol restarted ethylene and butadiene production last week and expected to resume normal output in due course, a company spokeswoman told Platts. Repsol declared force majeure on ethylene at its 702,000 mt/year Tarragona plant, on May 20, following a technical issue in the boiler of the cracker. The cracker has the capacity to produce 130,000 mt/year of butadiene. Including Tarragona, about 15% of European ethylene capacity is facing production issues.
