New York—Low crude prices have rekindled interest in reviving two mothballed refineries in the Caribbean, the massive Hovensa plant on the US Virgin Islands and Valero’s 235,000 b/d Aruba refinery. A source familiar with the Aruba deal said Friday a memorandum of understanding was inked between the government of Aruba and Citgo, a unit of Venezuela’s state oil company PDVSA, to restart the plant. “The memorandum was signed on September 22 in Houston between Citgo CEO Nelson Martinez and [the] minister of energy and environment of Aruba, Mike de Meza,” the source said.
