Brussels—The EU plans to allow sanctions on Russian entities as well as individuals and to stop European financial support to Russia as part of its latest efforts to end the crisis in Ukraine, its leaders said Thursday in Brussels. They agreed to broaden the sanctions criteria to include Russia entities if they “support activities that threaten or undermine the sovereignty, territorial integrity or independence of Ukraine,” German Chancellor Angela Merkel told reporters after a meeting late Wednesday.
