Washington—A more expansive offshore oil and gas leasing plan, which includes sales off the coasts of Virginia, South Carolina and Southern California, passed a US House of Representatives committee July 18 after Republicans said the Obama administration’s 2012-2017 plan was too restrictive. Republicans’ alternative five-year plan, which passed the House Natural Resources Committee on a party-line vote, now goes to the full House for a vote, where it is likely to pass. But the Democrat-controlled Senate likely will even consider it.
