Doha-Two clear and opposing positions on crude oil output policy have emerged in the run-up to OPEC's December 14 meeting in Vienna, comments from the oil ministers of Kuwait and Iran over the past few days show, raising the possibility of another standoff six months after the acrimonious June meeting. OPEC's Saudi-led Gulf producers have been reticent about discussing the upcoming meeting in the wake of the June 8 row when Iran, Algeria and several other members rejected a proposal from OPEC kingpin Saudi Arabia to increase actual output from an estimated baseline of 28.8 million b/d for all 12 members by 1.5 million b/d.
