Regulatory delays hike Keystone Xl cost by $1 billion

Vancouver-US regulatory delays in processing TransCanada's proposed Keystone XL pipeline, and construction cost overruns in the first two phases, have added $1 billion to the original $12 billion price tag for the total Keystone system, the company said February 15. TransCanada said that because of a "heightened political environment and opposition" to the 500,000 b/d Keystone extension from Cushing, Oklahoma, to the US Gulf Coast, it does not expect final US approvals until mid- to late-2011, as much as six months behind its earlier hopes.
