Washington-Transocean's CEO, owner of the Deepwater Horizon drilling rig that exploded in the Gulf of Mexico on April 20, plans to tell US lawmakers May 11 that the "root cause" of the disaster was a "sudden, catastrophic failure of the cement" on the well cap some 5,000 feet below the surface of the water.
