What's the best way to transform resource into output? What's the best market, or combination of markets, for a field that you consider has the capacity to produce as much as one quarter of the world's current gas exports? That's the dilemma confronting Turkmenistan, a country which, to the rest of the world at least, seems to have only one raison d'etre: to produce gas for export. It's a dilemma shaped by the country's relative isolation, its lack of experience in managing mega projects and the sheer complexity of turning ambition into reality.
