Anchorage-An internal report by Alyeska Pipeline Service Company blames a faulty breaker for causing a May 25 power outage at the Trans-Alaska Pipeline System Pump Station 9, leading to a tank overflow and a 190,000-gallon crude oil spill, an Alyeska spokeswoman said September 1.
