Veracruz, Mexico-The 2009 Mexican Oil Congress, which closed at the weekend in the southern Gulf port city of Veracruz, was billed by President Felipe Calderon as opening a "new era for the nation's oil industry." The event confirmed, however, that against a backdrop of falling crude production and exports, many of the old vices and problems persist.
