IEA warns of refining capacity overhang; Agency predicts low margins, possible plant closures

London-The International Energy Agency June 29 warned that additions to global refining capacity in the coming years were likely to create a substantial overhang which will weigh on margins and could prompt some plants to close. In its annual medium-term oil market outlook, the IEA said world refining capacity was expected to increase by 7.6 million b/d between 2008 and 2014, with a continued emphasis on producing greater yields of light products.
