Tokyo—Japanese upstream player Japan Petroleum Exploration, or Japex, reported operating profit of Yen 19.63 billion (1.9 billion) for the fiscal year ending March 2008, down 34% from a year earlier as a result of increased exploration costs in Libya, Canada and the Philippines, the company said May 15.
