Moscow-Russia is to decide on a possible increase in the Royal Dutch Shell-led Sakhalin 2 project spending no later than in the first quarter of 2007, Russian Industry and Energy Minister Viktor Khristenko said December 12, marking yet another delay to a decision on the issue.
