Japan has proposed holding senior-level talks with China Oct 19 on the possibility of joint oil and gas development in the disputed waters of the East China Sea,Japan's economy,trade and industry minister Shoichi Nakagawa told reporters Oct 4."The dates have not been fixed yet,although the location is being proposed to be Beijing,"a Japanese foreign ministry spokeswoman said.
