Libya,which awarded 15 E&P blocks in January in its first post-sanctions EPSA4 awards,plans to offer 44 new blocks in a second licensing round in April,the official news agency JANA reported Mar 28.Platts earlier this month reported Libyan plans to hold a second post-sanctions licensing round,but not the number of blocks to be offered (ON 3/16).
