Madrid—Speculation and not oil market fundamentals are to blame for skyrocketing prices which earlier Monday hit new records of 143.91/barrel for Brent and 143.67/b for US light crude futures, the oil ministers of Saudi Arabia and Qatar said June 30 in Madrid, where they are participating in the World Petroleum Congress.
