Houston—BP and the U.S. Occupational Safety and Health Administration have reached an agreement to settle 409 of the 439 citations related to the 23 Mar. 2005 explosion at BP's Texas City, Texas, refinery and resulting fire in the isomerization unit (PCN, 28 Mar 05, p 1).
