Pemex: Refinery Not Dead Yet

Emilio Lozoya, chief of Mexican state oil producer Pemex, told Mexican legislators Wednesday that the company remains committed to building a new refinery in the city of Tula, even as the project's construction date slips ever into the future. Pemex first announced plans to build the 300,000 b/d facility, which would be located in the same city as an existing refinery, in 2009. The new refinery, whose cost was initially pegged at $9 billion, was to go into operation by 2015.
