The roughly $60 billion of US taxpayer money spent on rebuilding Iraq over the past decade was marred by fraud, waste and abuse. Furthermore, it gave rise to a culture of corruption that permeates Iraq's government today. In a final report released Mar. 6, the US Special Inspector General for Iraqi Reconstruction (Sigir) paints a grim picture of mismanagement and weak controls as the US sought to rebuild Iraq after invading the country in March 2003.
