Canadian Oil Pipelines Operating at Full Capacity

All of the oil pipeline capacity between Canada and the US is fully utilized, leaving producers at the mercy of railroads until the stalled Keystone XL pipeline is built and Enbridge completes expansions to segments of its existing system. That was the warning issued by Peter Howard, president of the Canadian Energy Research Institute (Ceri) at the Arctic Oil & Gas Symposium in Calgary this week.
