Cap-anti-trade preferable to EPA regulation, experts say

Congress should continue to make a carbon cap-and-trade system its top global climate-change legislative priority because it would be the most efficient and economically attractive approach, three experts agreed on Oct. 20.The alternative would be to let the US Environmental Protection Agency develop regulations under the Clean Air Act that create a command-and-control regime imposing more costs on industries with significantly fewer economic benefits, the experts said at a Deloitte Center for Energy Solutions forum.
