MORE THAN 300 COUNCILS HAVE BENEFITED FROM SUPPORT FROM THE WASTE & RESOURCES Action Programme (WRAP), including 12 of the top 20 performers for recycling and composting. One of the latest success stories is Newcastle-under-Lyme Borough Council, with which WRAP'S local government services team has been working since 2006. At the start, Newcastle had a recycling rate of 16.6% when the English average was 26.7%. By 2008/09 this had jumped to 27% and is continuing to rise rapidly with the introduction of new services.
