USDA plans to "move ahead" with a final animal traceability rule in the next two months, Edward Avalos, USDA's undersecretary for marketing and regulatory programs, told the House appropriations FDA-USDA subcommittee Tuesday.Top USDA officials testified for more than two hours Tuesday on the Obama administration's FY 2013 budget request for marketing and regulatory programs. The administration is requesting $2.4 billion, $57 million less than FY 2012, for the Agricultural Marketing Service (AMS), the Animal and Plant Health Inspection Service (APHIS) and the Grain Inspection, Packers and Stockyards Administration (GIPSA).
