Current levels of federal Iraqi government funding for semiautonomous Kurdistan are not providing enough support, the Kurdish oil minister told a London energy conference on Tuesday, warning that the agreement between the two sides is in danger of collapsing. Some 1.5 million refugees, the weak oil price, minimal budget support from Baghdad and the costs of the war against the Islamic State group have created a "perfect storm," the Kurdish oil minister Ashti Hawrami explained.
