Russia is considering lowering taxes on upstream oil operations and capping the tax burden on independent gas producers. In an apparent admission that the current 60-66 tax regime -- which taxes refining more heavily than upstream -- does not go far enough, Deputy Energy Minister Pavel Fedorov said reducing the export duty on crude oil to 55% from its current 60% is under consideration. This is on the condition that the 60-66 reform that was implemented last year is deemed a success, insofar as it goes, at the end of the year.
