China Energy Chief Retires

The head of China's National Energy Ad- ministration (NEA) and vice chairman of the National Development and Reform Commis- sion (NDRC), Zhang Guobao, is to retire. He will be replaced by Liu Tienan, now a vice minister on the NDRC, China's top policy- making body, who oversees fiscal policy.
