China and Vietnam have signed a set ofguidelines in an attempt to settle “sea-relatedissues,” marking a small step toward diffus-ing tensions over oil and gas exploration inthe South China Sea.The agreement came as Vietnam’s leader,Nguyen Phu Trong, wrapped up an officialvisit last week to China. The two sidesagreed to twice-yearly meetings and set up a“hotline mechanism” to address disputes inthe South China Sea.
