Call it politics or human nature, but sometimes a disaster must occur before governments will address - or recognize - a smoldering problem. It was only after the disaster at BP's Macondo well in the Gulf of Mexico that US offshore regulators took a serious look over the shoulder of their international counterparts in the North Sea, who have been lauded for implementing project-specific, risk-based regulations that require oil firms to "make the case" that they can operate safely.
