China's State Council, or cabinet, on Sun- day released guidelines for inbound foreign investment, singling out crucial sectors such as energy and resources, agriculture, defense, infrastructure and transport services. The State Council said it will create an investment review board to examine transactions involv- ing foreign firms. Members will come from various ministries, spearheaded by officials from the commerce ministry and National Development and Reform Commission.
