Germany, the UK and France have together called on the European Union to adopt a 30% carbon emission reduction target from 1990 levels by 2020, up from the current target of 20%. In a joint statement released Thursday by Chris Huhne of the UK, France’s Jean-Louis Borloo and Germany’s Norbert Rottgen, the three energy ministers said the 20% target “now seems insufficient to drive the low-carbon transition.” They added that moving to 30% is necessary to push the private sector into action, while staying at 20% will not. “We must not forget that it will be overwhelmingly the private sector that will deliver the investment which will be needed to build a low-carbon future.”
