Privately held trader Vitol is the biggest player in the short-term storage of refined products at sea, according to a survey by a UK-based tanker broker. Vitol, registered in the Netherlands but operated out of Switzerland, was recently holding close to 20 million barrels of products in vessels at sea - almost a quarter of the total of 79 million bbl that could be identified in the third week of February.
