Concern over water shortages is depressing demand for urea and other fertilizers. While rain is starting to fall, drought and water restrictions continue to affect rice production because the government is holding back water in dams largely for consumer and other usage. It has advised farmers to delay rice planting until August, so importers are also being cautious about buying fertilizer until they know how much of the rice area has been lost.
