The value of shipments into foreign trade zones (FTZs) tumbled for a second consecutive year, according to the U.S. Foreign-Trade Zones Board's 77th annual report to Congress.Shipments totaled $659.4 billion in 2015, down 17.4 percent from $798.1 billion in 2014, according to the report, authored by Commerce Secretary Penny Pritzker and Treasury Secretary Jacob J.
